Manager of Human Resources Job Description

Job Summary

Reporting to the Vice President of Human Resources, the Manager of Human Resources has primary responsibility for employee benefits administration, managing the day-to-day office operations (employment, employee relations, HRIS) and service and training delivery to faculty, staff, administrators, and other customers.  Co-directs, supervises, and evaluates the work of the HR Generalist.  As directed, assumes lead responsibility for assigned special projects, committees, etc.

Essential Duties and Responsibilities

Benefits and Employee Services:

  • Manages the relationship with vendors and brokers and stays current on all details of the College employment benefits programs.
  • Manages all benefits communications with faculty, staff and administrators.
  • Manages all paperwork associated with benefits administration in an accurate and timely way.
  • Has lead responsibility for “benefits fairs”, Open Enrollment, special vendor presentations, etc.
  • Participates in vendor negotiations with the Vice President of Human Resources and Talent Development.
  • With the Vice President of Human Resources and Talent Development, convenes and co-leads the College Benefits Committee.
  • Stays current on relevant benefits changes, laws and regulations such as HIPAA, COBRA
  • ERISA, ARRA, etc. and introduces the College to current trends and necessary changes.
  • In concert with the Vice President of Human Resources and Talent Development, implements appropriate benefits changes or new programs/services to the College.
  • Manages the College’s Wellness Programs in concert with members of the College community.
  • Manages the Worker’s Compensation Program, Office Ergonomics and Employee Assistance Program (EAP).
  • Participates in 403(b) audits and assists in preparing 5500 filings for retirement and welfare plans.
  • Assists with records requests for audits.
  • Provide benefits and wellness content to HR Generalist for the HR bi-weekly newsletter.

Employee Relations/Labor Relations

  • Ensure consistent interpretation and administration of company policies and procedures, practices and principles relating to employee relations and risk management; counsel and advise management and recommend approaches to resolve problems.
  • Work closely with management and HR leader to improve working relationships, build morale, increase productivity and retention.
  • Assist in driving Cambridge College’s culture by promoting college-wide initiatives and building regional initiatives to support employee engagement.
  • Provide coaching and guidance to managers on carrying out goal setting, performance reviews and providing feedback to employees; ensure that annual reviews have been completed and that development plans are in place.
  • Assists management with disciplinary and separation processes, partnering with HR leader on complex disciplinary issues and all separations.
  • Conduct employee onboarding and orientation and ensure processes are being conducted using Cambridge College’s resources and materials.
  • Responsible for the timely handling of unemployment documentation and reporting.
  • Assists with data requests and research for reports and surveys, such as IPEDS, CUPA, etc.
  • Assists the Vice President of Human Resources and Talent Development and General Counsel in case investigations and providing coaching and support to faculty, staff, and administrators.
  • Working closely with the Vice President of Human Resources and Talent Development and Assistant Dean of Student Affairs, will serve as a College sexual harassment procedural coordinator and investigator.
  • Assists the Vice President of Human Resources and Talent Development in the development of College-wide policies and procedures. 
  • Participate in the execution of the College’s training program.  
  • Manage specific projects as determined by the VP of Human Resources, as well as participating in other areas of the HR team.
  • Other duties as assigned by the Vice President of Human Resources and Talent Development.

Education & Experience Required

Bachelor’s degree required; A minimum of four years of hands-on experience in employee benefits administration required (experience must include employee health plans and pension plans); At least three year of hands-on experience as HR generalist.

Skills & Knowledge Required

Demonstrated progressively responsible, career-focused; PHR or CEBS preferred; Experience in employee relations and with labor unions preferred;  Proficiency with Microsoft Office required; experience with HRIS/ADP system required.  Demonstrated ability to successfully manage multiple assignments, expectations, and priorities; Ability to maintain the highest level of confidentiality is critical to the success of this position; Excellent business writing skills (memos & reports) required and the ability to initiate well-written correspondence and other documents (including job descriptions); Strong knowledge of state and federal laws relevant to Human Resource management is required; Supervisory experience required.

Physical Effort Required

While performing the duties of this job, the employee is regularly required to sit. The employee is frequently required to use hands to finger, handle or feel; reach with hands and arms; and talk, hear, and effectively communicate with others in person and in writing. The employee is required to be mobile. The employee must be able to occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include the ability to see others and read documents.  This job requires the employee to spend lengthy periods of time performing computer assisted work.
