Director of Student Financial Services Job Description

Job Summary

Reporting to the Vice President for Finance and Administration, the Director of Student Financial Services (SFS) will oversee the Bursar and Financial Aid offices. The Student Financial Services department enables students to meet their financial obligations while ensuring access to a Cambridge College education for all qualified students, including those with financial needs. The SFS department bills and collects tuition, fees, other student charges, as well as counsel students and their families on payment options and financial management. Additionally, the SFS department administers financial aid programs from all sources including institutional, federal, state, and private resources. The Director of Student Financial Services supervises the Director of Financial Aid, Assistant Director - Bursar and the Project Manager of Technology and Operations.

Departmental/Institutional Responsibilities

  • Policy/Process: educate students, staff, and the general public about Cambridge College charges, posting of payments and collections, financial aid requirements, and the application process.
  • Institutional Effectiveness and Improvement: develop, implement and evaluate student financial service programs including: program reviews, audits, learning outcomes assessments and student satisfaction surveys; effect changes required for improvement.
  • Department Objectives: establish and implement short-and long-range departmental goals, objectives, and effective operating practices and procedures.
  • Data Analysis: analyze student financial data to support the decision-making and programming process; assist in evaluating the effectiveness of student financial service programs and the preparation of comprehensive student financial service reports.

Essential Duties and Responsibilities

  • Oversee and review student financial accounts including assessing a) charges, b) posting of payments and collections, c) error detection and correction, and d) authorizing the cancellation or discount of charges.
  • Ensures all transactions are posted to student accounts timely and accurately, including: tuition, room and board and fee charges; health insurance charges; scholarship awards; federal and state financial aid grants and loans; all payments.
  • Responsible for accurate and timely reporting: Quarterly financial reports for the Chief Financial Officer.
    • Department of ED - Fiscal Operations Report and Application to Participate (FISAP).
    • IPEDS
    • Other federal reporting.
    • Accurate and timely draw down of federal funds.
    • Annual surveys as directed by the Registrar.
    • National Clearinghouse student enrollment reports.
    • Manages the accounts receivable aging and monthly reporting to Controller
    • Other statistical data as requested.
  • Monitors and tracks billing for Massachusetts student health insurance. Responsible for the annual student health insurance filing with the Commonwealth of Massachusetts.
  • Maintains Accounts Receivable financial system, including updating billing table for each semester, performing monthly close procedures and archiving transaction detail from statements.
  • Ensures compliance with federal and state regulatory procedures and reporting requirements, including compliance with Title IV and Title II requirements.
  • Develops and manages annual budgets for the SFS department.
  • Designs, implements and evaluates the effectiveness of SFS communication tools.
  • Maintains Financial Aid and Billing modules in Jenzabar and Powerfaids software to ensure accurate and timely processing of student financial records.
  • Maintains confidentiality of student financial information as required by Family Educational Rights and Privacy Act (FERPA) and Cambridge College's confidential and proprietary information policy.
  • Ensures that Cambridge College has exception-free Financial Aid audits (Uniform Guidance & MOSFA) and program reviews by keeping abreast of and implementing all federal and state laws and regulations that pertain to the programs administered by Student Accounts.
  • Recommends and participates in the development of SFS policies and procedures; may serve on planning and policy-making committees.
  • Direct, monitors and evaluates the performance of the SFS staff:
  • Prepares and presents financial aid workshops.
  • Determines/monitors financial aid eligibility and awards.
  • Represents Cambridge College, both internally and externally, to government agencies, funding agencies, students, and/or the general public.
  • Oversee the Student Customer Service Process to insure student issues/complaints are resolved in a timely manner.
  • Oversee the tracking of customer service metrics.

Skills & Knowledge

  • Demonstrated ability to plan, develop, coordinate, and direct student financial service programs and initiatives.
  • Knowledge of financial aid, student billing and cashiering principles, systems, procedures, and standards.
  • Knowledge and ability to apply current financial aid delivery mechanisms and adapt with new technological developments, as applicable.
  • Knowledge of general auditing and policies, standards & procedures across universities, federal and state levels.
  • Proficient writing skills including reports containing technical information.
  • Skill in budget preparation and fiscal management.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Outstanding interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community.
  • Ability to effectively resolve customer complaints and concerns.
  • Ability to foster a cooperative work environment.
  • Ability to perform well under pressures associated with reporting deadlines.
  • Ability to award financial aid in accordance with government and institutional regulations and guidelines.

Education and Work Experience Required

  • Bachelor's Degree required, Masters preferred, and 7-10 years' experience in bursar and/or financial aid administration.
  • Managerial and customer service experience required.
  • Experience with Higher Education software required, Jenzabar EX and Info Maker preferred.
  • Proficiency in Microsoft Office at an intermediate level required.
  • Knowledge of accounting principles related to revenue, accounts receivable and student loans preferred.
  • Knowledge of Title IV and Title II guidelines and compliance requirements with respect to Bursar functions preferred.
  • Knowledge of Federal and State financial aid processes, procedures, and regulations required.
  • Must have ability to maintain strict confidentiality and discretion.
  • Ability to work independently, but also as a strong team member when the situation warrants.
