ASSISTANT BURSAR
Bursar's Office

POSITION SUMMARY: Reporting to the Bursar, this full time position aides in directing all student account functions, including but not limited to, the following: the disbursement of federal and state financial aid and loans; the timely issuance of student refund checks; the timely and accurate generation of student billing (tuition and all fees); the cashiering and collection operations. The Assistant Bursar also supervises the Bursar Staff Assistants ensuring that the Bursar Office provides excellent customer service to students, third parties and other College departments. Must be available for additional hours, including evenings and weekends and must have access to a vehicle to travel to other College locations.

DUTIES AND RESPONSIBILITIES: - Assists the Bursar in ensuring that College policies are adhered to by students and internal departments, at all times approaching both with diplomacy and professionalism.
- Responds to in-person, phone and email inquiries and requests for account balances, account status and refund activities from student inquiries in a professional and timely manner, coordinating with other College departments when necessary.
- Manages the student account audit, student refund and graduation clearance processes, coordinating with the Registrar, Financial Aid and Accounts Payable Offices, as required. Performs student account audits to ensure that all tuition and fees have been billed according to the students academic record and tuition/fee rates.
- Perform monthly reconciliations of the Bursars holding accounts, reporting any discrepancies.
- Assists the Bursar in ensuring that the following are posted to student accounts timely and accurately: tuition, room and board and fee charges; health insurance charges; scholarship awards; and, federal and state financial aid and loans.
- Supervises the preparation of daily deposits and the posting of online credit card payments, and student and third-party payments and wires.
- Responsible for posting Direct Loan disbursements and providing assistance to the Financial Aid and Financial Services Offices in reconciling direct lending transactions.
- Supervises the Bursar staff, including hiring, training and evaluating performance, to ensure professional, courteous and timely customer service. Maintains workflow schedule for staff.
- Responsible for reviewing students credit balances and determining proper action.
- Assists Bursar in maintaining the Accounts Receivable financial system and performing monthly close procedures.
- Supervises the third party billing processes, including billing to the Veterans Administration and other federal and state governmental agencies or departments.
- In collaboration with Bursar and Coordinator of Student Accounts Collections, performs collections and due diligence procedures on outstanding accounts receivable.
- In conjunction with the Bursar, works collaboratively with all College departments to enhance practices and procedures.
- Responsible for documenting department procedures.
- Manages process for uploading charges for housing, printing and posting of student refund checks.
- Treats all fellow employees, students and the Colleges guests with civility and refrains from actions that disrupt the efficient functioning of the College.
- Follows directions and completes tasks accurately and accepts supervisory input and constructive criticism.
- Able to manage stress and work under pressure while multitasking under deadlines.
- Able to supervise and be supervised, giving and accepting constructive criticism.

GENERAL RESPONSIBILITIES: - Assists in drafting and updating departmental policies.
- Assists in managing vendor relationships as they relate to student account processes, including payment plan administrator, bank (deposits), Veterans Administration (Ch. 33 billing), collection agencies and offsite storage vendor.
- Provides coverage of front office as needed.
- Responsible for annual audit requests and inquiries for areas of responsibilities.
- Attend meetings and functions on committees as assigned.
- Performs special projects as requested by the Bursar.
- Travels to other sites and Regional Centers as required.
- Related duties as required.

QUALIFICATIONS: EDUCATION & EXPERIENCE REQUIRED:
- Bachelors degree required, Masters Degree a plus.
- Minimum 3 years of related experience, 5 years preferred.
- Supervisory experience required;
- Excellent team work and customer service skills required.
- Experience in Higher Education or Non-Profit Organization is preferred.
- Experience with Higher Education software required, Jenzabar EX and InfoMaker (report writer) preferred.
- Proficiency in Microsoft Office 2007 at an intermediate level required.
- Knowledge of Title IV and Title II guidelines and compliance requirements with respect to Bursar functions preferred.

SKILLS & KNOWLEDGE REQUIRED:
- Solid organizational skills, accuracy and attention to detail a must.
- Customer service oriented. Able to work collaboratively and effectively with various groups and departments within the College.
- Must be able to manage multiple tasks and competing priorities while meeting deadlines.
- Ability to provide effective leadership, training, direction and feedback to staff.
- Excellent interpersonal and written and oral communication skills required.
- A strong commitment to the mission of the College.

PHYSICAL EFFORT REQUIRED:
While performing the duties of this job, the employee is regularly required to sit. The employee is frequently required to use hands to finger, handle or feel; reach with hands and arms; and talk, hear, and effectively communicate with others in person and in writing. The employee is required to be mobile. The employee must be able to occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include the ability to see others and read documents. This job requires the employee to spend lengthy periods of time performing computer assisted work. The noise level in the work environment is usually quiet. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
